Do not use a linked server but rather use a data flow where you directly connect to DB2.

You need to use the ADO.NET connection manager instead of the ODBC connection manager (yeah, obvious right? :-D)

You're right. It will scan only 16,483 rows, as mentioned in this KB article. I have no idea how I got that 60,000 number in my head....
