With SSIS you can drop files into a shared folder.
It's up to the code of the website to pick that file up.

No, I would read the file and write it entirely to a staging table.
Then I would read this staging table with a FOR XML clause and insert the results in...

sa is a built-in account, so that also uses the local system account for connecting.
