In my script task i have set PrecompiletoBinaryCode as False.
What if you put this to True?

I would check the day in the control task either with a script task or with an Execute SQL Task. Put the result in a boolean variable, for example @firstDay....

The derived column won't magically add "001" to a number.
My guess is they are already there in the Excel file, but formatting doesn't show it to you.
