One way would be to get a full list of Canadian postal codes and use that. That's a bit of overkill, though.

Null in an FK value just means it doesn't have a parent relationship. Most of the time, that doesn't make sense, but sometimes it does. It depends on...

Have you tried looking at the data returned by the derived table to see if it's got any out-of-range dates?
If that doesn't help, try inserting into a temp table, then...

I've done that kind of thing before, and I usually use checks like IsDate or IsNumeric to validate the data before I try to run an insert on it.

You can use Output Parameters on stored procedures. Those will return a value to the proc that calls a proc.
They look like this:
create proc dbo.MyProc (
@OutputParam int output)
as
select @OutputParam...
