Standards are a good thing. Just keep in mind, they do change over time, and something that is 100% compliant today may be 0% compliant tomorrow.

The code (the loop) runs. It just takes a lot longer than other solutions, at least on the machines I tested it on.

Yes, this can be done with SSIS.
Declare a variable, set up a For...Each...Next loop that goes through the files in the folder, and assign the file name to the variable....

DTS might be able to do something like that.
But I have to ask, why Access databases? Why not give the sales managers some sort of access to the SQL...

The reason to do a check on @@Rowcount in this case, as opposed to just checking for errors, is that a failed insert isn't necessarily an error.
If it doesn't insert...
