I think it actually goes one step further than that in some of these cases.
Gathering vast amounts of information is usually justified with "it's more efficient". It's more efficient...

Search online for "parameter sniffing" and you'll find some good articles on that exact subject. They include solutions.

Replace the Inner Join with Full Outer Join, and do this to the numeric columns:
IsNull(ALIAS1.Aantal_Incidenten, 0) as Aantal_Incidenten

One of the best ways to improve performance is to write good queries.
Another is to have a well-defined data architecture (schema).
You should also set up the right indexes and maintenance...

Remove the "Alias2.naam" column from the select statement and you should have what you want.

Perhaps permissions on the folder it's accessing? Perhaps permissions in SQL Server?
