I've done log shipping via FTP before, so yeah, it's possible. You may not be able to do it via a wizard or whatever, but you can certain ship...

The "cost" is technically an assumption of how much effort will go into that part of the query. Effort includes CPU time, RAM, I/O.
Really, "cost" is a misleading number...
