SQL Server will generally take as much memory as it needs (or the max allowed, whichever is less), and then will keep it. There are reasons for that.

Per what I read, where the connection string says "Xml", it needs to instead say "Macro" for .xlsm files. Try changing just that.

There isn't a native equivalent in T-SQL. You'd probably need to use a CLR function to build one for that.
