RCSI is specifically built to override Read Committed Isolation behavior. Read Committed is the default behavior, and RCSI modifies that from pessimistic to optimistic locking, by using row versions....

We finally achieved 4-9s uptime this year, up from 3-9s last year! The new DBA rocks! That's 9 less hours of downtime spread over a whole year....

Yes, but the transaction will have to wait its turn. Locks will have to be released by all other users. That's usually automatic, doesn't require any human intervention.
