Typical Business view -
Users are familiar with Excel.
It only takes mere seconds to do almost anything in Excel.
With Control comes Cost.
Many Businesses likely do not add up the hidden costs...

I agree with Jeff, it appears to be a ragged hierarchy.
In your example, you have a where (physical location), and a type of item.
Will any of the items be used...
