    Check the activity monitor and found out there is a dead lock happened. Kill the process and it run again.

    If it was a deadlock, you wouldn't have needed...

    No need to manage SQL Server 2000.

    That, unfortunately, is the core of the problem. SQL Server has never been a 'does not need maintenance' system.

    Furthermore the distributor has to be the highest version present in the topology, so the distributor will have to be on a SQL 2014 instance.

    a) SQL Server 2008 is a rather old product, consider SQL Server 2014 or 2016 as that will already give you some advantage.
