The EmptyFile option is solely for data files. It will have no effect on log files. Log records cannot be moved by anything, and logs aren't considered part of filegroups...

Indexes are rebuilt quartely and are maintained by the software vendor who created the database.
Quarterly? As in every 3 months?
Weekly checks for fragmentation and rebuild are probably more...

You've got a non-SARGable predicate in the where clause. Change that date predicate that you have to this:
timestamp >= '2012-01-23' AND timestamp < DATEADD(dd,1, '2012-01-23')
