I would strongly recommend a split function. Dynamic SQL has a number of downsides in this situation - plan caching and SQL injection risks been the two main ones.

Anything that takes data from one place and puts it somewhere else.
Converting an Oracle DB to SQL wouldn't be ETL. That would be a very complex development project.

Derived table is another name for subquery - a select statement within another query. It's not persisted after the query finishes, it may not even be stored at all

If data is specified to be inserted into the not null column then that's fine. I suspect you meant what happens if data is not specified for a not null...
