Building an index is the same as rebuilding an index when it comes to locks take, it's creating/recreating the index and it's very much the same under the covers.

That's why you should be using Ola's (or Michelle Ulfort) scripts as they do not rebuild everything (maint plans do)

SQL will not page to disk when locked pages is enabled. Locked pages means DO NOT swap memory into the page file.
Are you absolutely, 100% sure that it's SQL paging...
