The MCDBA certification was for SQL Server 7 and SQL Server 2000 and the exams have been retired for some years now.

Could be there's something still in use, held active at the end of the file. Try shrinking in smaller chunks, that often works better than one large chunk.

What exact options did you chose? If you don't tell us that, we can't help you.
Shrinkdatabase/shrinkfile is how you reduce the size of the data file.

Make sure that you always write string literals in a format that can't be misunderstood - yyyy-mm-dd, then there will be no problems.

Do you have an unbroken chain of log backups from that 10 day old backup right up to today? Has the DB been switched to simple recovery any time since...

You sure you're seeing a delay from plan compilation, not SQL having to pull the data from disk vs cache? That query's simple, shouldn't take more than few ms to...
