The ! means NOT, so != means not equals. Similarly you can have !> (not greater than) and !< (not less than).

Also note that EXEC dbo.sp_dbcmptlevel is deprecated. ALTER DATABASE ... SET COMPATIBILITY_LEVEL

Just to add on what others already said; you have an option to repair the specific page in RESTORE DATABASE COMMAND;
That will not work. Page restores can't be done...
