    I did try this, and was able to successfully start it

    Start SQL with the /f parameter and traceflag 3608 on.

    eg net start mssqlserver /f /T3608

    Key error:

    Cannot drop certificate '##MS_AgentSigningCertificate##' because there is a user mapped to it.

    Start SQL with the /f parameter and traceflag 3608 on.

    As long as it's a different object (not exactly the same foreign key that the replication is trying to create), should be OK as long as no code references it.
