To convert to a time value, use DATEADD(SECOND....

DECLARE @TTIME TIME = CONVERT(TIME,'00:00:00');

DECLARE @SECONDS_AFTER_MIDNIGHT FLOAT = 75644;

SELECT DATEADD(SECOND,@SECONDS_AFTER_MIDNIGHT,@TTIME);
