When there is high CPU & I/O there is some problem with the query, kindly check which query is talking much CPU & I/O and analyse it.

prepare a report with client id as input param then send respective client with his id manualy sent as input param in subscription.

Just a thought wont the reportserver and reportservertempdb back from server 1 and restore it in server 2 will solve the problem instead of one by one dowload or using...
