My issue was this.

I was informed by our AS400 guy that files were to be put on the server using a command like this

put file1...

Check that you have

a) remote connections enable for named pipes in is enabled in SQL Server Surface Area Manager > Surface Area Configuration for Services and Connections

b) OPENROWSET...

no problem.
