as far as i'm aware you can't disable a windows group login, individual yes but not groups....

Other indexes on the tables does not have nearly the same acceleration in fragmentation.

You can create a database on Dev or EEedition and set up partitioning. Take a backup of the database and restore it to Standard Edition, and it should work...
