No. SA can always change whatever they want. In my opinion, if you don't trust the SA, get rid of them.

When you set up the DSN, it's using a sql login? And you should get prompted to re-enter it when you use the DSN to link in whatever tables you...

I've got a setup like this at work, procs and views in each child db. Works fine, just takes a little extra effort to deploy changes.

Looks like you could do three left joins to your main table, something like:
select mbrssn, d1.somevalue, d2.somevalue, d3.somevalue from maintable m
left join dependents d1 on m.mbrssn = d1.mbrssn and dependent='spouse'
