- a trigger is always executed "in transaction". If the trigger fails, your whole original transaction fails!!...

I see no tuples in your table list, does that mean you only need to know the last time a table has changed ?

do you also need to "decrypt" these columns ?

If you answer is "No" or "I don't care rubbish is published", just put blancs or NULL in your columns, or "censored"...
