I restarted SQL Server Service.
It is at 0% recovered. Not moving.

The Transaction Log Backup is 145 GB. Tried shrinking it but it did not make much of a difference.

Does the sql server agent service account has full permissions on that network location?
It appears that the permissions need to be granted the SQL Server Service Account.

I thought that it was an issue with permissions on the SQLServerAgent Account but it is the SQLServer Service Account.
I will take steps to resolve.
