In addition to Linked Servers you have other options if you choose not to create a Linked Server.

I have used DTS and SSIS Packages and scheduled them to run as a job.

You will need a script task to determine the most current backup to restore the database.

What tasks do you have in your SSIS Package?

Do you have a Fuzzy Lookup Task?

Since you have SQL Server and Oracle a trigger is out of the question.

You could create an SSIS Package and schedule it to run at the specified time.

You should be able to accomplish this using SSIS.
