Perhaps write a trigger when you add login to server1 then fire to go create server2.
How many logins are you adding in a week.
If only a few just do it...

Primary goes down you want secondary to stand in.
Do you have cluster this will resolve your needs.
Also log shipping too.
You then don't copy all the logins over it all happens...
