taking a stab here...
have you tried unregistering and reregistering the DLL?
look into the regsvr32 commandline tool for registering DLL's.

sysinternals has a tool called psexec which will allow you exec a process on another machine with alternate credentials.
This worked for me but it's quite complicated.

what about the disks? do both servers have the same raid configuration? raid controller? number of physical disks? RPM's?
how about phyiscal fragmentation? how full are the disks on prod vs...

You will almost never see durations > 0 with starting events. The most you can get out of the statement starting event is the time in which the statement started...

yes krishnan is right.... preallocate and autogrow by fixed MB is best..... the way you're set up now will eventually lead to some really nasty filesystem fragmentation.
