Tested on SQL 2005 sp2 on a laptop.
Result
Update: 129 sec
Cursor: 490 sec
It was very CPU-bound. I think that Gail's desktop is a lot better than my laptop. 🙂

It is probably DTS, not you.
Try using BCP instead. It will not work on every type of CSV, but when it does, it is much easier than DTS.

What is the execution context (security principal) of your AS? And does that execution context have the rights to use xp_CmdShell(needs SysAdmin normally) and Database Mail?
