It is probably DTS, not you.
Try using BCP instead. It will not work on every type of CSV, but when it does, it is much easier than DTS.

What is the execution context (security principal) of your AS? And does that execution context have the rights to use xp_CmdShell(needs SysAdmin normally) and Database Mail?

I have no experience with Raid 50, but personally I would recommend against it.
