We have tried multiple client machines. When used in the building they are fast. When used outside they are slow.
Nobody said anything about client-side inside the building....

This sounds like an issue with your client-side IP.

That just means that the default schema (dbo) should be used. In other words:Customers..FirstName is the same thing as Customers.dbo.FirstName

Several decades ago, I dropped the "R" in my name: "R. Barry Young". It just made things harder, forms couldn't handle it, clerks kept identifying my as "Barry R....

You're right that SQL Mail (xp_send_mail) is a No-No from a trigger, however Database Mail (db_send_mail) is safe from a trigger because it is built around SQL Service Broker....

Couple of points:
1) Cursors and WHILE Loops are a bad thing and you certainly do not need them here.
2) You do not need a work table...

Tomm: That doesn't do the same thing. Note that if some EXCLUDEs match a LOCATION row and some do not, then it will return one or more multiples...
