You create a Job in SQL Agent, then Create a new Job Step.
Under the "Step Type" dropdown, select "ActiveX script".
There you will find options for running your VBS.

Personally, I would do it the way that Garadin is doing it. Just be sure to include an ELSE clause to reassign any uncovered cases:

Use "sp_changedbowner". for eample, to change the owner of the current database to "Albert":
