Try setting up the receiver to RETAIN the messages so that you can see for sure if they are actually getting that far. If they do not show up...

As okbangas said, SSIS is definitely one way to go, as is Service Broker + SQLCLR. If you find SQLCLR unreasonably constricting (I do) for this kind of task,...

Logins for all instances are always groups, example adventureworks_dbo (has dbo permissions), adventureworks_readonly, etc, etc
I keep running into the issue of users getting permissions they shouldn't...

Try running the following commands:
winmgmt /clearadap
winmgmt /resyncperf
Then reboot and see if the problem goes away.
