You have to try to use up some of the bad squares first before everything becomes forced:
X - A2
O - B1
X - B3
O - C1
X - A1 (must block)

A function is possible but a recursive function is not recommended. If really you wanted to do a function then I would recommend that it be written to wrap...

What permission set are you loading the assembly with in production?
I thought that too, but I've always seen CAS exceptions indicated somewhere in the error messages.

Well both Functions and INSERT..EXEC have a lot of restrictions on them. So many in fact that AFAIK, you cannot use INSERT_EXEC in a user-defined function, because:
