Cascade delete is based on the PK/FK relationships (or more specifically - the constraints). Turn them off, and you turn off everything related to them....

Those two queries won't return the same data. You're asking SQL for two entirely different things.
The first query is equivalent to :
select * from T1
left outer join...

Have you rebuilt all of the indexes once you ported the DB over? Make sure your statistics are current and valid.
