How many years are needed?

If it's just a few, you can add a list of values in the parameter properties screen by selecting 'Specify Values' on the Available Values tab.

If you're doing that, why not leave the report in SSRS as it is and people can export it to Excel if required?

No problem. Just be cautious because you'll lose a lot of the protection from misuse that SSRS can give you!

Is it an option to change your data access method to 'SQL command' rather than 'Table or View', and write the insert statement yourself?

You could design the equivalent report in Excel, and connect it to a SQL datasource.

Not sure Excel has all the functionality you'd get from SSRS Report Designer though.

If you're using multiple not equals (<>), then OR will return everything, as the filters just cancel each other out.

AND should work though.
