I must be missing something. SQL functions can't execute stored procedures. Are you talking about some other kind of function?

The only thing I can suggest is using VBA Office Automation to create a Word object, open the document in RAM, and read it programatically. I know that can...

Personally, I'd create a separate login, make sure it is part of the domain groups that you want to test against, and not part of any other domain groups, add...

Is the attempted login originating from the server, or from a remote computer?

Since I don't yet have a copy of Excel 2007, I'm kind of guessing here, but it looks to me like it might be a question of being unable to...

Indexes on smaller tables often won't defragment, because fragmentation doesn't matter in them. I don't remember the threshhold, but I think it's something like 10k rows before index fragmentation...

Try something like this:
;with CTE (Row, Ord_Type, Ord_No, Item_No, Line_Seq_No, CD_TP) as
(select row_number() over
(partition by ord_type, ord_no, item_no, line_seq_no
order by cd_tp),
ord_type, ord_no, item_no, line_seq_no, cd_tp
from OrderRebate)
delete from CTE
where cd_tp =...

You don't have to use Distinct in the select after Except. Just adds more processing, doesn't actually change the results.

Just make sure that the original query will return rows from the test data, and that it gives you the kind of results you want to see.
