That sounds like a reasonable compromise in your situation.

Foreign keys may make loading a bit slower, but they can also be used by the query engine to optimize queries into the data. That can mean slower loads...

In importing from delimited text files, there's an option to treat consecutive delimiters as a single column, or something to that effect. You probably have that turned on.
