The first thing I would suggest is to separate time from date and make them 2 dimensions.
Time is a relatively easy dimension to create. Determine your graunlarity (Seconds, Minutes)...

My one suggestion would be to make sure you are actually setting the footer row properties rather than the group properties or even a cell property.

If you just wanted to return a no rows found there is a property in a report called "NoRowsMessage" that is designed for this purpose, but it will not relay...
