Is it possible to run Microsoft SQL Server 2014 Standard Edition (SP2) in parallel with Microsoft SQL Server 2017 Developer Edition? I understand that its a "license" downgrade but if I install both on the same server, will there be any conflicts where one will stop functioning?

no issues - but if you install Developer edition that is either a non prod server or you are breaking licensing terms.
Developer is not a downgrade at all - can only be used for non prod servers but functionality is same as Enterprise Version.

I completely understand and already knew the actually licensing rules. I have no intentions of doing that, it was more the difference in versions that I was concerned about.
Thank you for answering quickly!
