Permission to Stop & Start SQL Services only

    How to grant a user the rights of stop and start the SQL Services? I do not want add this user to be part of sysadmin or serveradmin, since this will grant the user to alter the serverwide configuration settings and others.

    Grant him as local administrator

    or

    Change Group Policy to give the access permissions to the MSSQLServer + MSSQLAgent Services to him.
