Hi,
we haven't installed the below CU in my sqlserver. We are trying to find how it got installed.
Microsoft SQL Server 2016 (SP2-CU15-GDR) (KB4583461) - 13.0.5865.1 (X64) Oct 31 2020 02:43:57 Copyright (c) Microsoft Corporation Standard Edition (64-bit) on Windows Server 2016 Standard 10.0 <X64> (Build 14393: ) (Hypervisor)
Is the windows patches includes sqlserver CU as well ?

Yes - Windows Update does include SQL Server updates. Normally they are optional - but it all depends on how you have this setup and configured in your environment. It is possible the patch team pushed that out for your systems - or the individual performing the update (if done manually) just selected everything - including all optional updates.
