I had the very same situation only my servers were in production. The tran log and disk filled after being suspended for some time so I removed mirroring but couldn't alter db set partner off on the mirror. I got same annoying 'no can do, it's being mirrored' message. I had to shutdown sql service on the mirrored server and delete the data and log files. When I brought service back up I as able to drop the database.
