Yet another solution that relies on the PST file never being compacted. As such solutions are possible, and ones that work after PST compaction have to be based on keeping backups of uncompacted versions, I guess it's better than nothing.

You can recover deleted outlook emails, including the items that were deleted permanently, when you selected items and pressed SHIFT+DELETE or SHIFT+ Button.
After that, in the folder from where you deleted the item, or in the Deleted Items folder, click on the Recover Deleted Items on the Tools menu bar.
And then click an item and then click on the Recover Selected Items.
Each recovered item is restored to the folder from which it was deleted.

That only works if you haven't compacted the pst file since the deletes.

Not if you've compacted the PST since the mail was deleted. And if you never compact I guess you either you have a pretty low email rate or your emails tend not to include large attachments.
