You do not need a license for your mirroring server (assuming you dont run both servers instances for user access at the same time).

What that means is if you are mirroring two databases and at some point each database is principalled on a differnt instances (one on one and the other on the other) then 'technically' your mirrored server needs to be licensed for that period.

No license is needed for witness!
