Only if you have a backup from BEFORE the date that he wants. If he wants a database from 3 weeks ago and you delete backups older than 2 weeks, then I assume you do not have a backup 3 weeks old. If that's the case, you cannot give him what he wants.

Totally irrelevant. Same answer applies regardless of recovery model
