Integration Services is not part of SQL Server, but runs as a seperate service. Thus, it doesn't know anything about SQL Server logins. You can use SQL Server logins in connection managers for databases in a package, but you can't manage or execute packages from a SQL Server login. This is the same behaviour as DTS in SQL 2000.
