Quest Central for DB2, while it does include database administration, is more for performance monitoring/diagnostics.  If your looking for a tool from Quest that performs database management you should be looking at Toad for DB2.  This product has a customizable look and feel and offers functionality for database administration as well as database development.  You can download a trial from http://www.quest.com.  Also, Toad for DB2 is licensed per seat rather than per server which might fit your monetary needs more closely.
