The fundamental flaw in predicting the demise of a centralised IT department is that not everyone wants to program computers and of the one's that do, not everyone does it well. At some point people discover that a disciplined, coordinated approach to business functions is the most efficient and cost effective way to proceed.

Not every department does its own accountancy even though computers have made it possible.
