I have heard a few of the exchanges work well. I went through the Colorado exchange for a quote and it worked well for me. I have had an account at the national exchange.

Technically, I have a friend that worked on the CO project. As with many projects, they couldn't get it done on time. The deadline was too short, and with so many contractors, things went slow. However there were offline procedures set up for places where the process is not complete online.
