Apparently the answer is not to use quotes around the hex and to treat this as the job_id.
SELECT * FROM msdb.dbo.sysjobs
WHERE Job_ID = 0x3FF647C915B5604EAAAEBB0385D81250;
SQL Server does the auto translate without needing any additional functions or definitions.
