"The operation failed because either the specified cluster node is not the owner of the resource, or the node is not a possible owner of the resource"
Open the properties tab for the clustered IP address resource and go to the "Advanced Policies" tab. Ensure that any nodes are checked where you wish to bring the resource online.

But the IP's Which are offline doesnt ping with the nodes of Primary andon pinging those on secondary nodes they doesnt reported as "timed out" but "Host not reachable"
If a clustered IP address resource is offline then you won't be able to ping it!
